Transforming digital care across the Nordic welfare system

The client set out to deliver one of the most advanced and user-friendly welfare systems on the market. The project focused on rebuilding and stabilising a complex core system, developing new mobile and web applications, and introducing AI-driven functionalities to support care professionals and recipients. Over a long-term partnership, we helped the organisation strengthen its digital foundation and bring innovation to social care across the region.

The client is a leading Nordic software provider with over 30 years of experience in the health, welfare, and social security sectors. Their solutions help municipalities and private healthcare organisations digitise social care and welfare services, while supporting fast adaptation to changing regulations around citizens’ health and welfare data. 

By combining deep industry knowledge with modern technology, the company improves the quality of life for individuals and communities, while streamlining care processes and increasing efficiency. Their secure and scalable systems support some of the largest local authorities in the region, including those with the most complex administrative and compliance needs. 

Building a foundation for digital transformation 

To support the development of a modern welfare ecosystem, the client needed to rebuild and stabilise a complex core platform, reduce critical errors, and deliver new functionalities across two application versions. The project also included the development of new digital products, such as a mobile app for home care staff and a companion app that gives recipients and their relatives visibility into planned visits and care activities. 

As the platform evolved, the client also introduced AI-based capabilities to improve efficiency, support care professionals in their daily work, and enhance the quality of services delivered through the system. Some of these AI-driven features are already running in production and have received positive feedback from end users, while further development continues as part of the client’s long-term product roadmap.

Our role in the project 

To support the client’s long-term product development, our team helped stabilise, modernise, and expand a complex ecosystem of web and mobile applications used across welfare, healthcare, employment, and care delivery processes. 

Architecture and system integration 

Designed and evolved the architecture of interconnected applications, supporting integrations between citizen-facing services, core case management, healthcare workflows, planning tools, mobile apps, and external systems. 

Legacy modernisation and migration 

Maintained and improved complex legacy code while gradually migrating the system towards newer, more scalable solutions, including automated migration processes. 

Core development and production support 

Developed and optimised key platform components, reduced critical errors, and supported production environments, including incident response, server configuration, and deployment troubleshooting. 

DevOps and continuous delivery 

Improved deployment processes across environments and production servers by introducing GitHub workflows, deployment automation, and a more reliable continuous delivery setup. 

Feature development and product expansion 

Delivered new functionalities across multiple application versions and supported the implementation of shared solutions, including external libraries and feature flag management. 

Quality assurance and test automation 

Introduced stronger testing practices, including unit tests, integration tests, automated test scenarios, and daily validation cycles that reduced reliance on manual regression testing. 

AI-supported development and product capabilities 

Supported AI-based product features already used in production, as well as AI-assisted engineering practices such as code generation and review automation in a highly sensitive system environment. 

Engineering standards and delivery processes 

Helped define code quality standards, review practices, release processes, task distribution, and ways of working across distributed teams. 

Key achievements 

Stabilised and modernised a complex core platform 

Rebuilt and improved a multi-module system, increasing performance, scalability, and long-term reliability across the client’s digital ecosystem. 

Accelerated feature delivery 

Enabled faster implementation of new functionalities across multiple application versions while maintaining stability in a highly complex production environment. 

Delivered AI-powered solutions for care workflows 

Co-developed SAM, an AI-based application that transcribes phone calls and in-person meetings, then generates summaries at different levels of detail. The solution is already gaining strong interest from the client’s customers. 

Introduced AI-assisted note creation in mobile care services 

Built an AI module for the mobile application that helps care professionals, such as nurses, turn spoken visit updates into structured, well-formatted notes. The feature currently supports four languages. 

Expanded digital products across the welfare ecosystem 

Supported the development of web and mobile applications for citizens, care personnel, municipalities, and service providers, improving coordination, transparency, and access to welfare services. 

Enhanced quality assurance through automation 

Introduced automated testing, unit tests, integration tests, and continuous validation cycles, reducing reliance on manual regression testing and improving release confidence. 

Improved delivery processes and engineering standards 

Supported Agile and SAFe adoption, strengthened code review practices, and helped establish more reliable delivery, deployment, and production support processes across distributed teams. 

Impact and results 

The collaboration strengthened the client’s position as a digital leader in the Nordic welfare sector. The rebuilt core system provided a stable foundation for future development, reducing maintenance overhead and increasing delivery speed. 

By improving deployment processes, test automation, and Agile ways of working, the team helped shorten release cycles from approximately 3–6 months to an average of one release per sprint, around every two weeks. This gave the client a faster and more predictable delivery rhythm, while maintaining the stability required for critical welfare and healthcare services. 

The expanded digital ecosystem improved communication between care staff, recipients, relatives, municipalities, and service providers, supporting more transparent and efficient service delivery. The project also enabled the introduction of AI-based features already used in production, including solutions for meeting summaries, structured care notes, planning, and optimisation.
